Position Overview:

As an HSE Manager, you will be responsible for developing and implementing strategies, policies, and programs to ensure a safe and compliant work environment. You will collaborate with management, employees, and external stakeholders to promote a strong safety culture and drive continuous improvement in HSE performance. The ideal candidate should have a strong background in HSE management, excellent leadership and communication skills, and the ability to influence and engage stakeholders at all levels.

 

 

Roles and Responsibilities:

HSE Strategy and Planning:

  • Develop and implement HSE strategies, policies, and programs that align with company objectives.
  • Establish HSE goals and targets, and monitor progress towards achieving them.
  • Conduct regular HSE risk assessments and develop appropriate risk management plans.
  • Stay updated on industry trends, regulations, and best practices to ensure compliance and continuous improvement.

HSE Program Implementation:

  • Lead the implementation and maintenance of HSE policies, procedures, and programs.
  • Ensure compliance with applicable local, state, and federal regulations and industry standards.
  • Conduct regular inspections and audits to identify potential hazards and non-compliance issues.
  • Monitor and report on the effectiveness of HSE programs and initiatives.

Incident Management:

  • Establish and manage an effective incident reporting and investigation process.
  • Conduct thorough investigations of incidents, accidents, near misses, and unsafe conditions.
  • Identify root causes, develop corrective and preventive actions, and track implementation.
  • Communicate findings, lessons learned, and recommendations to management and relevant stakeholders.

Training and Awareness:

  • Develop and deliver comprehensive HSE training programs for employees at all levels.
  • Conduct HSE orientations, toolbox talks, and specialized training sessions.
  • Monitor and track employee training compliance and competency requirements.
  • Promote HSE awareness and ensure employees understand their roles and responsibilities.

Contractor Management:

  • Develop and implement contractor management processes and procedures.
  • Evaluate contractor HSE performance and ensure compliance with company standards.
  • Provide guidance and support to contractors in implementing effective HSE practices.
  • Collaborate with procurement and project teams to select contractors with strong HSE performance.

HSE Performance Monitoring and Reporting:

  • Establish and maintain HSE performance metrics and indicators.
  • Collect and analyze data to identify trends, patterns, and areas for improvement.
  • Prepare regular HSE reports and presentations for management review.
  • Participate in management meetings and provide recommendations for HSE enhancements.

Stakeholder Engagement:

  • Engage and collaborate with internal and external stakeholders on HSE matters.
  • Foster relationships with regulatory authorities, industry groups, and community representatives.
  • Represent the company in HSE-related meetings, conferences, and forums.
  • Promote a positive safety culture and act as an HSE advocate throughout the organization.

Management Systems and Compliance:

  • Ensure HSE management systems are in place and effectively implemented.
  • Conduct internal audits to assess compliance and identify areas for improvement.
  • Coordinate external audits and inspections conducted by regulatory authorities.
  • Facilitate the development and implementation of corrective actions.
Qualifications:
  • Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or related field.
  • Proven experience as an HSE Manager or similar role in the oil and gas industry.
  • Strong knowledge of HSE regulations, standards, and best practices.
  • Familiarity with local HSE requirements (Government and O&G Regulations).
  • Excellent leadership, communication, and interpersonal skills.
  • Strong analytical and problem-solving abilities.
  • Ability to influence and engage stakeholders at all levels.
